Mr. Vilayluck is a distinguished Occupational Health and Safety (OHS) leader with a 15-year track record of navigating the high-risk environments of Mining and Food & Beverage (F&B). By blending a Bachelor of Education with a CERT 4 in Work Health and Safety, he utilizes a unique "educator-leader" approach. This allows him to not only design safety systems but to ensure they are understood and adopted at every level of the workforce.

• Regulatory Navigation & Compliance: Vilayluck specializes in bridging the gap between stringent international standards and the local Lao PDR regulatory framework. He transforms dense legal requirements into streamlined, actionable Standard Operating Procedures (SOPs).

• Industrial Hygiene & Health Surveillance: Expertise in monitoring and controlling physical, chemical, and biological hazards. He implements robust health surveillance programs that protect long-term employee well-being, particularly in the dust-and-chemical-heavy environments of mining.

• Food Safety (GHP/HACCP): In the F&B sector, he integrates Good Hygiene Practices (GHP) and Hazard Analysis and Critical Control Points (HACCP) into the broader OHS management system, ensuring product integrity alongside worker safety.

• Risk Management & "Zero-Harm" Philosophy: He utilizes data-driven risk assessments to move organizations from reactive "accident reporting" to proactive "hazard elimination."

Mr. Alex Smith is a highly experienced Occupational Hygienist and Health & Safety Specialist with tertiary qualifications in Occupational Hygiene and Environmental Health. He brings over a decade of hands‑on experience in heavy industry, working across New Zealand, Australia, and Southeast Asia. PepHis career spans onshore and offshore oil and gas production and refining, as well as extensive mining operations including alumina, iron ore, lead, zinc, copper, and gold across both underground and open‑cut environments.

Alex’s expertise covers a wide range of occupational hygiene and safety disciplines, including exposure risk assessment, health and safety training, statistical analysis and interpretation of hygiene data, and the development and implementation of Safety Management Systems. His analytical approach and practical field experience enable him to support organisations in managing complex health and safety risks with confidence.

With strong mentoring and educational experience, Alex is passionate about empowering teams and embedding sustainable health and safety knowledge, behaviors, and capability within the organizations he supports. His background also includes ten years in public health and environmental management with government agencies in Australia, further strengthening his understanding of regulatory frameworks and community health outcomes.

Mr. Sitsana Phengphinith is a highly accomplished Health, Safety, and Environment (HSE) Manager with a demonstrated history in hydropower, mining, construction building (brewery plant,hospital, hotel and showroom etc,...), electronic factory and food processing projects working together with international brand companies like Voith Hydro, MMG, Celestica, ADEN, CGGC and national leading companies in Lao like Lane Xang Mineral for the last 14 years. He holds a Bachelor’s Degree in Business Management and is internationally certified with an Australian Certificate IV in Work Health and Safety.

Throughout his career, he has demonstrated exceptional leadership in developing and implementing comprehensive HSE management systems for major projects, including the Sepon Gold-Copper Mine and Chaleun Sekong Hydropower project. His expertise extends to international auditing for ISO 14001, 18001, and 50001 and Lao health and safety officer license, ensuring that organizational operations consistently meet both global standards and Lao national safety regulations.
